If you look very carefully at the first picture, you can see the rouching on her blouse is all askew.

to rouch:you do a line of stitching on the sewing machine with the stitch width as long as possible(gathering stitch). At the beginning of the line you need to do some reverse stitches to hold the sewing but don’t reverse at the bottom. When you have done the line of stitching you take the fabric out of the machine leaving lots of spare thread and gently pull on the bobbin thread(the bottom one) this will pull the stitches together and the fabric will rouch up.(It is sometimes useful to do two lines of stitching next to each other in case one of the threads snaps when you are pulling it.)When you have pulled the thread enough that you have the desired effect put a pin horizonataly across the bottom of the line of stitching and wind the thread around it in a figure of eight to hold the gathering. Then back on the sewing machine with a normal stitch sew over the gathering line and this will hold the rouching. Then unpick the gathering stitch and you’re done.

But according to the Urban Dictionary:

rouching:  taking your left hand, make a cup with it, cradle your balls and massage your right nut with your thumb and index finger.
