Those of you who know little of both the car and the location do make me laugh.
The said car is owned by a prominant local business man in Dubai though from a Ras Al Khaimah family. The number plate is no stunt but openly available to the highest bidder for each year the numbers are released ( much the sam as DVLA in UK.
Location is the mall of the emirates at the main entrance facing the shk zayed road with the owner sitting in Starbucks when this picture was taken.

As for colour, the lime green and black is the most striking and popular here
