The helping up at the end has something to do with the unwritten laws of hooliganism. They include not bringing weapons to a fight and not hitting someone if he’s down and given up already. After all, they fight for fun and to see who’s better. They don’t really hate each other to the bone.
Though “modern” hooligans don’t know anything about these rules anymore, some still obey them partially as seen here.
